Traffic has always been a focal point in the specialisation of the company Mott MacDonald in the Czech Republic and the volume of this activity continues to grow – we participate in the planning and preparation of projects on all scales, from strategic development projects to the reconstruction of local communications (roads). We regard traffic as a multi-disciplinary field requiring quality and long-term sustainable solutions with regard to its users. The extent of services provided by the Czech branch office, just as the sharing of experience within the global Mott MacDonald group, provide us with the precondition for making such solutions possible.

Consultancy services and PPP projects is one such area that is being developed worldwide. We are interested in transferring and implementing our foreign experience with these types of projects in the Czech Republic. The company Mott MacDonald has operated or is operating as a consultant on pilot PPP projects in the Czech Republic. Currently the focal point of interest in these types of projects is shifting to the regions, where above all regional self-government authorities are interested in functional PPP projects. It is in this area that we offer complex consultancy services from drawing up a project to the selection and supervision of its realisation.

The core of our work is cooperation with the client throughout the period of the realisation of the contract. We endeavour to look for new solutions in a variety of areas as well as listening to the needs and expectations of our clients. The result is a custom-made project with the added value of the experience of our employees and know-how of the Mott Mac Donald group.

Traffic Surveys


The core of the analyses and proposals in the area of traffic engineering are quality surveys. We specialise in all their types from directional and profile surveys, traffic relation analysis in a certain area to extensive city and regional surveys. We use various methods according to the specific nature of each survey and then draw up the surveys using specialised software. In many of our projects, such as traffic models, capacity analysis or economic assessment, traffic surveys constitute an integral part.

Traffic Modelling


Traffic models are a useful tool for the management, organisation and regulation of traffic, as well as a guideline for decision-making about investment into the transport/traffic infrastructure. We can create a traffic model for a region, city, area and single crossroads for you – i.e. from macro-modelling to micro-simulation. We use PTV Vision – VISUM and VISSIM software, which allows us to do advanced work with traffic models and to export them into user friendly forms – load diagrams, operation visualisation and the like.

Master Traffic Plans and Strategies


The problems involving effective management of traffic and coordination of all its components requires systematic solutions at city, regional and national level. Drawing up traffic concepts is one of our traditional areas of activity and is logically interlinked with traffic modelling and the project preparation of investments into the traffic infrastructure. A traffic strategy may cover all kinds of traffic, or develop in detail only some of its components. The specific extent and specialisation of traffic plans always complies with the client’s requirements.

Traffic Engineering
In the area of traffic engineering our company offers an examination of the capacity and comfort of profiles of ground communications, crossroads (light controlled, uncontrolled and circular), intersections and connections. We also draw up a proposal and calculation of programmes for light signalling equipment and an analysis of the volume of traffic at different times. The tasks in this area are often included in more extensive proposals of servicing residential zones, linking up industrial sites or lessening traffic on roads.

Economic Assessment


During our activities we assessed hundreds of kilometres of roads at a total volume of investment funds in the region of hundreds of millions of EUR. We use the HDM-4 model for this purpose which is a software tool for analysing investments for the road traffic infrastructure. We create traffic models for more complicated projects which provide the relevant input for economic analyses. We are the co-authors of the methodology of the Czech Road Assessment System, and we also have experience of modifying methodology at regional level. Economic assessment is part of feasibility studies, investment plans as well as the core for the application for financing projects from the European funds.

Finding the Project Potential - Marketing Surveys and Forecasts


The key area of the infrastructural or municipal projects is identifying the target segment (recipients) of the projects, finding the competitive environment and defining the object of the project vis-à-vis the competitors. Apart from the demand surveys that our colleagues deal with in the area of road traffic, we have also conducted demand surveys in the area of water and air traffic. We have experience in demand surveys in office, retail and logistic services for implementing developer projects.

We analyse the acquired data with the aid of the mathematical apparatus of statistical analysis and determine the trends of future development. Apart from the conducted surveys, we also create and use our own database for verifying forecasts.

Activity of Technical and Economic Consultants


The core of this activity is identifying the state of the project (audit), which then becomes a starting point for further work on the project. Based on the conducted surveys and forecasts we communicate with the client and if required propose own technical solutions. When searching for a technical solution we also assess the impact of the project on the environment.

We offer the client an independent view of the project with regard to his needs or the needs of the project recipients. If several alternatives to the project exist, we conduct a multi-criteria assessment of these options and we seek an optimum solution.

Optimum technical solutions also need to be examined from their economic aspects so the client’s funds are spent as effectively and economically as possible. We draw up socioeconomic and financial analyses which assess the impact on the client, the near and broader surroundings of the project. We also consider our work to be informing the client that his preferred solution is not always the most economical or means several technical or also legislative problems. We conduct risk analyses for identifying and assessing risks.

In case this involves a PPP type project drawn up by a so-called Public Sector Comparator by which we compare the project with its economic and financial aspect with regard to its public and private sector.

We pass on the results of our work to our clients in the form of an audit, final report, feasibility study or licence project.

Project Management


We offer and draw up PPP project documentation in particular for our clients. We focus especially on technical specifications and on economic consultancy for small and medium projects. The output is technical and economic specifications of the required product (public contract) or required service (PPP).

Contract Documentation and Preparations for Competitive Tendering


We also draw up contract documentation and contracts for public tenders (under the Public Procurement Act No. 137/2006 Coll.) or for licence dialogue (under the Licence Act No.139/2006 Coll.). At this stage of the project we cooperate with prominent law offices, or further consultants in case of large-scale projects.
